Background
Between October 2006 and May 2007, nine organisations formed a consortium of local and central government bodies to examine strategic approaches to human resources (HR), and some practical issues of HR work. The project was facilitated by The Development Partnership and combined theory with practical application to help make HR in the participating organisations ‘fit for business’.
The Improvement and Development Agency (IDeA), the Chartered Institute for Personnel and Development (CIPD) and the Public Sector People Managers Association (PPMA) supported the consortium and the launch of the project report 'Fit for business: transforming HR in the public sector’.

How does the consortium approach work?
- The Fit for Business Consortium offers an approach that enhances the strategic value of HR and improves wider organisational performance.
- Members have the opportunity to share experience and good practice.
- The consortium draws on HR expertise from both public and private sectors.
- Each member organisation receives consultancy support from the Development Partnership for an in-house improvement project.
The consortium aims to help HR teams to:
- contribute directly to improving wider organisational performance
- improve the strategic effectiveness of their work
- become pro-active business partners
- improve HR capability and capacity
- identify and promote effective people management practice
- show they add real value and can be ‘fit for business’

Outcomes
The outcome of the Fit for Business Consortium is a new report: ‘Fit for business: transforming HR in the public sector’. This was launched at our one-day conference at the new Wembley Stadium on 10 October 2007.
Our report sets out the key building blocks that need to be considered in transforming HR:

Goals: Deciding on the people outcomes needed to ensure business success
Results: Establishing measures to assess the effectiveness of HR activity in delivering people outcomes and business results
Technique: The HR activities that will best deliver the people outcomes the business needs
Performance: What people managers need to do to get the best from people
Teamwork: How HR should work best and sustain a partnership with business leaders and people managers
Physique: Organising the HR function for high performance working
Fitness: Creating sustainable HR capability to provide an excellent professional service
